The Customs Releases the Announcement on Mutual Recognition of AEO between China and Uganda Customs

In May 2021, the customs of China and Uganda formally signed the "Arrangement between the General Administration of Customs of the People's Republic of China and the Taxation Office of the Republic of Uganda on the Mutual Recognition of China Customs Enterprise Credit Management System and the AEO System of the Uganda Taxation Office" (hereinafter referred to as "Mutual Recognition "Arrangement"), which will be officially implemented from June 1, 2023.

 

According to the "Mutual Recognition Arrangement", China and Uzbekistan mutually recognize each other's "Authorized Economic Operator" (Authorized Economic Operator, referred to as "AEO"), and provide customs clearance convenience for goods imported from each other's AEO enterprises.

 

The customs of China and Uzbekistan shall provide each other's AEO enterprises with the following customs clearance facilitation measures during the customs clearance of imported goods:
A lower document review rate applies;
A lower inspection rate applies;
Priority inspection is given to goods that require physical inspection;
Designate a customs liaison officer to be responsible for communicating and handling the problems encountered by AEO enterprises in customs clearance;
Priority customs clearance after international trade is interrupted and resumed.

 

When Chinese AEO companies export goods to Uganda, they need to inform the Ugandan importer of the AEO code (AEOCN+ the 10-digit enterprise code registered and filed in China Customs, such as AEOCN1234567890), and they will declare in accordance with Uganda Customs regulations, and Uganda Customs will confirm the AEO of China Customs corporate identity and provide relevant facilitation measures.
